Consider A Resolution Authorizing The City Manager To Negotiate And Execute A Professional Design Services Agreement With Birkhoff, Hendricks & Carter, LLP For The Design, Plan Preparation And Construction Phasing For The Hebron Elevated Storage Tank And Downtown Silos Painting Projects In An Amount Not To Exceed $250,000.00.
Body
BACKGROUND:
The Hebron water tower was originally built in 1987. The City conducts regular inspections and required maintenance to provide a continued reliable water storage system for Carrollton. A major component of protecting the structure is periodic painting. While paint offers obvious aesthetic benefits, the specialized coatings’ primary function is to protect against corrosion. Paint coatings of this nature generally last 15 to 20 years. The last full interior and exterior painting of the water tower occurred in 2003. The last tank inspection in 2022 identified a number of areas in the sidewalls and roof where the coating has failed and minor corrosion is starting to form. Considering that the current coatings are over twenty years old and inspections have confirmed areas of failure, staff recommends recoating the tank interior and exterior along with repair of the corroded areas. The exterior will be painted with the blue background and swirl design.
In October 2006, the City entered into a 20-year license agreement for a mural painting on the grain silos in Downtown Carrollton. Painting was completed in August 2007. In February 2023, the City Council TOD Committee met and discussed options for a refresh of the mural and recommended refreshing the current mural as is. The design contract will ensure proper exterior containment specifications during painting and construction plan sheets. Additionally, a request to research lighting infrastructure for the grain silo was made and is included in this design contract.
Staff has identified the engineering firm of Birkhoff, Hendricks & Carter, LLP to perform the design and construction document preparation for the water tower and Downtown silos projects. The contract will be configured in a manner that will allow the two projects to be bid as either one or two separate packages. Birkhoff has recently demonstrated exemplary work in their design and construction administration of the new Josey water tower along with a long history of consulting and evaluation of the City’s water supply system.
FINANCIAL IMPLICATIONS:
Birkhoff has submitted a proposal to the City to perform engineering design services for the projects in an amount not to exceed $250,000.00. This includes all professional consulting fees and reimbursables. This proposal was evaluated against other Carrollton facilities projects over the past twenty years and was found to be consistent with projects of comparable magnitude and complexity.
IMPACT ON COMMUNITY SUSTAINABILITY:
This project will support the City Council’s strategic objectives and vision of building a community that families and businesses want to call home by:
- Sustaining quality of life - Repairing and repainting the water tower will ensure that safe and potable water is available for the citizens of Carrollton. Repainting the water tower and Downtown mural will provide a refreshed visual and branding feature for the community.
- Sustaining day-to-day operations - Repainting the water tower will reduce the need for non-scheduled repairs.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends City Council approval of a resolution authorizing the City Manager to negotiate and execute a professional design services agreement with Birkhoff, Hendricks & Carter, LLP for the design, plan preparation and construction phasing for the Hebron water tower and Downtown silos painting projects in an amount not to exceed $250,000.00.
