Consider Authorizing The City Manager To Reject All Proposals Received For BID #26-038, Trinity Mills Grounds Maintenance.

Background:
On July 20, 2026, the City of Carrollton issued BID #26-038 requesting bids from landscape maintenance firms. The Scope of Work was seeking to obtain an annual contract with one contractor for mowing, edging, trimming, cleanup of turf, shrubs, trees, weed/insect control, floral plantings, irrigation inspections/repairs, and litter control at the Trinity Mills Development.

Submissions were due on August 17, 2026, and six (6) proposals were received. After review and consideration of contracted maintenance at this park, City staff have decided to reject all bids and bring the maintenance in-house. The primary reason is the quality of care this park requires. It is a highly visible and heavily used park. The submissions failed to explain how they would manage the project around these factors, nor were vendors able to provide adequate answers when asked.  Their project management plans also didn’t address key concerns around factors Parks staff have dealt with in the past, such as preventable plant loss mitigation.  Parks has experienced preventable plant loss in the previous contract that resulted in a significant expense to the City for replacement materials.

These factors led to the decision to recommend rejecting all proposals relevant to BID #26-038.

Financial Implications:
By bringing the maintenance in-house, risk will be minimized for repeated issues and significantly improve both the consistency and quality of care provided. City staff will be able to respond more quickly, ensuring work meets the expected standard, and better protect the City’s investment in the park’s landscape.
