BACKGROUND:
Staff recommends hiring Approach Environmental to provide environmental engineering services related to the removal and replacement of two 12,000-gallon fuel tanks at the Central Service Center. The project will include replacing all of the fuel pumps, fuel management system and the addition of a 500-gallon diesel exhaust fluid (DEF) tank. This project will also include fuel pump replacements at the Police Department, Fire Station 7 and the Sandy Lake Service Center. A new fuel management system will be implemented at all City-owned fueling stations. Approach Environmental will manage the project, including all reporting, permitting and testing required by the Texas Commission on Environmental Quality (TCEQ).

Approach Environmental has previously worked with the City on the removal of underground storage tanks at the Police Department, Sandy Lake Service Center, Indian Creek Golf Course and several fire stations.

The tanks at the Central Service Center are the last underground fuel storage tanks on City property. These are fiberglass tanks that are 30 years old. This project will require a high level of environmental and engineering expertise as there are several TCEQ regulations that must be met. Transitioning to above ground storage tanks also reduces the risk of seepage and groundwater contamination.
