BACKGROUND:
This agenda item is to authorize the City Manager to enter into an agreement with Avive Solutions, Inc. for the 4 Minute City AED program. This is a turnkey, data-driven program that will bring 200 hyper-connected AEDs to the City of Carrollton. The program is built on the proprietary Avive Connect AED that features Wi-Fi, cellular, GPS and Bluetooth connectivity integrated with Avive's REALConnect software that allows bi-directional communication between NTECC and the Connect AED. This allows any AED within a one mile radius of a suspected sudden cardiac arrest to be audibly dispatched to the location through the AED. The integrated software also allows ease of access for important medical data to be sent to healthcare providers.

The 200 AEDs will be assigned to vetted and trained citizen volunteers who live throughout Carrollton. The goal of the program is to get an Avive Connect AED in the hands of a volunteer trained in CPR/AED to every suspected sudden cardiac arrest in Carrollton within four minutes of NTECC's dispatching. Avive will assign a Program Implementation Manager to collaborate with Carrollton Fire Rescue through the life of the project for the purposes of creating a steering committee, delivering marketing services highlighting program adoption and implementation as well as volunteer recruitment, training the citizen volunteers and NTECC and CFR personnel, and providing ongoing data-driven system review and quality improvement oversight to the program.
