Consider Authorizing The City Manager To Reject All Bids Received For The Carrollton Downtown Trail, Phase IIB Project.

BACKGROUND:
Bids were opened for this project on December 16, 2015. The city received three (3) bids. The procurement method used for this project was the Competitive Sealed Proposal method and included a potential incentive for early completion.
As the project was being evaluated, staff reconsidered the procurement method. Since this project is not overly complicated, staff feels the Competitive Bidding method (i.e., low bid method) is more suited to this project. Furthermore, staff is not recommending keeping an early incentive bonus unless specifically requested by Council.
FINANCIAL IMPLICATIONS:
It is conceivable that rebidding using the Competitive Bidding procurement method could result in lower price proposals and an increase in the number of potential bidders.
IMPACT ON COMMUNITY SUSTAINABILITY:
The installation of the hike & bike trail is in accordance with the Carrollton Trails Master Plan. This portion of the Carrollton Downtown Trail is intended to promote a healthy, pleasant alternative to motorized travel between the Downtown Carrollton Station and the Trinity Mills Station.
STAFF RECOMMENDATION/ACTION DESIRED:
Due to the realization that Competitive Bidding may be a better suited procurement method than Competitive Sealed Proposal method for this type of project, staff recommends the rejection of all bids received thus far and the initiation of new bid proposals utilizing the Competitive Bidding method.
