Summary:
The purpose of this item is to complete the design of a hammerhead turnaround to allow for better fire response and movement in the Carrollton Heights neighborhood.
Background:
The City enlisted Walter P. Moore & Associates, Inc. for the design of the Carrollton Heights Subdivision. Reconstruction of this neighborhood was included in the potential project list for the 2018 Bond Election. Carrollton Heights is included in the City's NOTICE program. The original council-approved contract was executed on May 4, 2021, in the amount of $1,170,610.00.
At the start of design, it was determined that the City needed to provide adequate fire access to the north end of Jackson Street. Originally the plan was to construct a cul-de-sac as a turnaround. This design requires the acquisition of additional right-of-way from two separate properties. Additional analysis of existing right-of-way will allow the City to use the unimproved section of existing right-of-way to construct a hammerhead turnaround that will satisfy the need for a fire turnaround. This contract amendment is for this change in design.
Financial Implications:
Walter P. Moore has submitted a proposal to the City of Carrollton to perform additional engineering services for the project in an amount not to exceed $28,200.00.
