Body
Background:
The City maintains a mural easement for the downtown grain silos at 1003 4th Avenue. Phase I of the mural was completed in 2025. The proposed extension, Phase II, will advance the Downtown Mural Plan and Downtown Carrollton 2025 Master Plan by adding artwork to the east side of the grain tower and the box atop.

The silos are the most prominent structures in Historic Downtown Carrollton and provide a highly visible setting for public art. The portions not currently covered by the mural, including the east side of the grain tower and the box atop, are visible from two Dallas Area Rapid Transit (DART) rail lines, South Main Street, and East Belt Line Road. These corridors serve as key gateways into Historic Downtown.

The proposed work will extend the existing floral mural onto the east side of the grain tower (Exhibit B) and add artwork to the front and back of the box atop (Exhibits C and D, respectively). The floral extension will carry the existing mural’s imagery around the structure, while the box artwork will enhance Downtown branding and incorporate railroad-inspired imagery.

Financial Implications:
The cost of the mural will not exceed $223,000.00, with that amount including all necessary materials, labor, administrative, and other costs.

Impact on Community Sustainability:
