Consider A Ratification To Authorize The City Manager Or Her Designee To Enter Into An Agreement To Acquire The License For The MHC Software From The North Central Texas Council Of Governments.

BACKGROUND:
The City’s Enterprise Resource Planning (ERP) software was part of a three-city agreement, paid for via the North Central Texas Council of Governments (NCTCOG) which includes a secondary software MHC Software Solutions. As part of the upgrade to the new ERP system these agreements will sunset over the next few months. On November 21, 2023, Council approved the City to enter into a new 5-year agreement directly with MHC for those services. This ratification serves to transfer the current MHC Software license to the City of Carrollton so we can continue operating the MHC Software without any interruption or without incurring an additional $20,000 fee. The ratification is necessary as a result of the notification from NCTCOG for transfer until after the December 5, 2023 council meeting with an execution date of December 31, 2023. Council did not have the ability to approve until the January 9, 2024 meeting.
FINANCIAL IMPLICATIONS:
The MHC is part of the Finance Department’s operating budget, and there are no additional costs to the city as a result of the ratification.
IMPACT ON COMMUNITY SUSTAINABILITY:
The continued use and upgrade of MHC maintains the city’s focus on leveraging enhanced technologies and ensures proper fiduciary care.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends City Council ratification of the agreement to acquire MHC licenses from the North Central Texas Council of Governments.
