Consider Authorizing The City Manager To Execute A Contract With HVS Convention, Sports & Entertainment Facilities Consulting For An Amount Not To Exceed $200,000.

 

Body

Background:

The City is evaluating the feasibility of developing an event center adjacent to a hotel and intends to pursue qualified hotel legislation in the upcoming legislative session. If approved, this program would allow the City to construct an event center funded by State sales tax and State hotel occupancy tax generated within 1000 feet of the facility.   Construction costs related to the Event Center would be funded via the issuance of revenue bonds backed by State generated revenues.

 

 A comprehensive revenue feasibility study is required to validate the financial viability of the proposed project.  If approved, the City will contract with HVS Convention, Sports, & Entertainment Facilities Consulting (HVS) to perform a Tax Revenue Assessment related to the Project as Phase I of this contract.   Should the project receive State approval, HVS will complete the financial reporting and documentation necessary for the revenue bond issuance as Phase II. 

 

Financial Implications:

Phase I costs shall not exceed $125,000.  Phase II costs shall not exceed $75,000.  Total contract authorization requested is $200,000.

This supports and aligns with the City Council’s goals and objectives related to building and maintaining a thriving and diverse financial base while being outstanding stewards of City resources. 

 

Staff Recommendation/Action Desired:

Staff recommends that the City Council authorize the City Manager to execute a contract with HVS for Phase I & Phase II.
