BACKGROUND:
For several years the Police Department has leased vehicles for covert/undercover operations. Leased vehicles allow for a variety of vehicle types to be used for such operations. Leased vehicles also allow the Department flexibility to exchange vehicles when a vehicle has been compromised during an investigation. The lease vehicle expense is a budgeted item and is included in the Police Department's annual budget, with a current allocation of $48,400. The Police Department currently leases vehicles through a City of Plano leasing contract.

A 2023 increase in lease vehicle pricing has caused the City of Plano to modify its contract with the leasing vendor. This price increase will affect all agencies using the City of Plano's leasing contract. The new rate will result in a total annual cost of $57,240 to the City of Carrollton. The Police Department requests approval to join the City of Plano's amended leasing contract, which has 27 months remaining.

Carrollton and Plano are members of the Collin County Government forum, which is a cooperative purchasing agreement.

FINANCIAL IMPLICATIONS:
As lease vehicles are replaced, the new rate will result in an increase of up to $8,840 annually. Funds for this expenditure are available from the existing Police Department budget.

COMMUNITY IMPACT:
The use of lease vehicles enhances the effectiveness of the Police Department's covert operations, including narcotics enforcement and criminal surveillance.
