Consider A Resolution In Support Of An Application For Funding Through TxDOT For The Construction Of A Multi-use Trail Along The DART Silver Line, North Of Belt Line Road Between Downtown Carrollton And McInnish Park.

BACKGROUND:
On April 5, 2022, City Council adopted the updated Trails Master Plan for the City. The Cotton Belt Trail was included in the regional connections section of the trails master plan. Additionally, Dallas Area Rapid Transit (DART) has worked cooperatively with the North Central Texas Council of Governments (NCTCOG) and cities along the Silver Line Corridor on a regional partnership to design and construct a multi-use trail along the corridor. Now that the track work is nearing completion DART is working with NCTCOG on funding to construct the trail. This request for funding will allow for the construction of trail segments in Carrollton, Coppell and Addison. These projects, along with previously funded projects in Dallas, Plano and Richardson will allow for construction of the trail along the majority of the length of the Silver Line. NCTCOG will continue working to fund the remaining sections of the trail.
FINANCIAL IMPLICATIONS:
Construction of the trail between Downtown Carrollton and McInnish Park will cost approximately $20,000,000. The City will be responsible for a local match of $351,446 for construction, the remainder of the local match for this project will be funded by NCTCOG and Dallas County. Carrollton funding for the local match is available in the Parks Consolidated Fund.
