Consider A Resolution Authorizing The City Manager To Execute A Memorandum Of Understanding (MOU) With Alpine X For The Master Development Of The City-Owned Property At The Southwest Corner of President George Bush Turnpike and IH-35E - District 35E (Former NTTA Site).

Background:
In 2020, The City of Carrollton purchased approximately 121acres of the former NTTA site at the southwest corner of President George Bush Turnpike and IH-35E.

In January 2023, the TOD Committee directed staff to conduct an Engineering Study of the site. The Study was completed in October of 2024, and the preliminary study was presented to the TOD Committee and the City Council in November 2024. Based on City Council's direction, a Request for Qualifications (RFQ) was published in February 2025.

The Committee outlined the development objectives for the site and concluded that the development should create a sustainable, vibrant destination district, to promote high-quality development, enhance the value of the subject property and have a coordinated planning of land uses. The vision was for a variety of development including but not limited to a one-of-a kind entertainment venue, a full-service hotel, conference center, retail and high-density residential and/or office.

A Request for Proposals (RFP) was published on August 2025 and on January 12, 2026, the District 35E Committee received a presentation from Alpine X. The Committee directed staff to gather additional information on the development and on June 15, 2026, the District 35E Committee met with Alpine X and recommended that a presentation to full Council be scheduled. During the July 21 City Council work session, Alpine X presented their development plan.
