Consider A Resolution Authorizing The City Manager To Execute An Amendment To The Contract With Axon Enterprise, Inc To Include Additional Tasers, Increasing The Annual Expenditure Amount Not To Exceed $636,618.00 And A Revised Contract Amount Not To Exceed $5,933,088.

BACKGROUND: The Carrollton Police Department entered into its primary agreement with Axon in June 2021. The current agreement extends through June 2031 and includes 155 TASER energy weapons, 155 body-worn cameras, and 61 fleet camera systems. The annual cost associated with the primary agreement is approximately $550,000.
As operational and staffing needs have changed, the Police Department has added equipment and services to the original agreement. In December 2025, two additional fleet camera systems were added at an annual cost of $5,071.31. An additional TASER, body-worn camera, and fleet camera package was also added in December at an annual cost of $7,001.44.
Additional TASER and body-worn camera equipment was added through agreements executed in November 2024 and May 2025. These additions provided 26 additional TASER energy weapons and body-worn cameras. The annual costs are $34,201.53 and $11,344.21, respectively, for a combined annual cost of $45,545.74.
The current total annual expenditure for Axon products and services is $607,618.49.
The Police Department is requesting authorization to add equipment and licensing to address several remaining operational needs. The proposed additions include five TASER energy weapons for Detention personnel at an annual cost of $6,722.75; three fleet camera systems for the City Marshal's Office at an annual cost of $7,959.17; two fleet camera systems for Citizens on Patrol vehicles at an annual cost of $5,860.72; and 25 Axon Pro licenses providing access to Evi...
