Consider An Ordinance Amending Chapter 31, The Comprehensive Fee Schedule, Effective October 1, 2026.

Background:
During the Annual Budget Process, city staff reviews Chapter 31, Comprehensive Fee Schedule to ensure changes which have occurred throughout the year are reflected in the adopted fee schedule, in addition to the adjustments approved by council during budget deliberations. An overview of the Fee Changes was provided at the August 18, 2026 meeting. The Fiscal Year 2027 Budget includes the following adjustments to fees for various services:
• Section E - Updates to the Ambulance Transport and Disposable Supplies Fees
• Section H - Updates to Planning and Zoning Fees
• Section K - Overall update to the Sanitation general fees
Changes to water and sewer fees will be presented to Council in the fall after the final Fiscal Year 2026 financial results are available. The current schedule to adopt those fees requires them to be effective January 1, 2027.
Attached is a red-line version of Chapter 31, Comprehensive Fee Schedule, which includes all changes effective October 1, 2026.
