BACKGROUND:
The requested contract is for HUB International Texas Inc., to provide benefits consulting services through the Equalis Group Region 10 RFP #R10-1125 cooperative contract for Employee Benefits Consulting for Texas.

The City utilizes a benefits consultant to provide both analytical and actuarial analysis necessary to design benefit plans and rate structures to help the City contain healthcare costs, maintain industry best standards, prevent adverse plan selection and ensure compliance with local, state, and federal guidelines. The consultant also assists with tracking health care trends, analyzing claims data and providing recommendations on the City's benefit offerings to employees. Finally, the consultant assists with implementing mandated legislative changes, communication during employee benefit education sessions and procurement assistance for various benefit related services.

The City will be contracting these services using the Equalis Group Region 10 Education Service Center (Region 10) RFP #R10-1125 for Employee Benefits Consulting for Texas contract. HUB International Texas Inc. was awarded the contract as the lowest responsive and responsible bidder. The contract with Equalis Group ends December 31, 2026. The City's contract with HUB International Texas Inc. will be for one (1) year, with a one (1) year optional renewal to end on December 31, 2026.
