Consider Authorizing The City Manager To Enter Into An Agreement With Mart, Inc. Pursuant To RFP #26-023 For Recreation Center Projects In An Amount Not To Exceed $177,430.00.

Background:
This contract will be utilized by the Parks and Recreation Department to provide construction and renovation services for facility improvements at three (3) locations. These projects were incorporated into the department's annual planning process and funding allocated through the Parks Strategic Amenity Fund.

? Crosby Recreation Center: installation of protective wall padding in the gymnasium and renovation of the non-commercial kitchen.
? Rosemeade Recreation Center: refresh one (1) classroom
? Carrollton Senior Center: refresh four (4) classrooms

On March 13, 2026, the City issued RFP #26-023 for Recreation Center Projects. Bid notifications were posted online, and interested vendors were contacted, as well as advertisements placed in the Dallas Morning News. Four vendors submitted responses.

The Parks and Recreation Department evaluated the submissions based on pricing, experience, project approach, scheduling, and references. The three top vendors were selected for interviews, where the evaluation committee was able to ask questions and gain additional information for the renovations. Mart, Inc. was selected as the most responsive based on the overall evaluation score requirements to meet the needs of the City.

Financial Implications:
The Parks Strategic Amenity Fund provides a reliable source for routine facility upgrades, allowing the City to responsibly maintain its recreation and park amenities while sustaining a high level of service for residents.
