Consider Authorizing The City Manager To Approve A Contract With Criterion Contractors, Inc. For The Josey Ranch Sports Concessions And Restroom Building Project, In An Amount Not To Exceed $104,319.00.

BACKGROUND:
The Josey Ranch Sports Complex was developed in 1986. While fields and other site elements have been improved over the years, the two original concessions/restroom buildings remain in operation and have reached the end of their service life.
Staff initiated the design for replacement of the west concessions and restroom building, and the project was initially advertised for construction in August 2018, but no proposals were received. The project was re-advertised in March 2019, and while two proposals were received, they were both considerably over the initial $500,000 construction budget.
Since the 2018-2019 plans were not successful in attracting bids that were reasonably within the project budget, the design was abandoned, and a more cost-effective solution was developed by use of a pre-manufactured building that is similar to others installed throughout Carrollton's park system.
The building was purchased through a previous Council authorization in 2019 and is now complete and ready for delivery. This construction contract will provide necessary site preparation, utilities, foundation and other elements necessary to restore service for the concessions and restroom facility.
FINANCIAL IMPLICATIONS:
One proposal was received on May 14, 2020 in the amount of $104,319.00 from Criterion Contractors, Inc. While it is always concerning to only have one proposal, the cost is consistent with projections by staff and the project engineer. It is the opinion of staff that the proposal is competitive and reflects current market conditions.
