Discuss Fiscal Year 2027 Proposed Budget.

Background:
The Fiscal Year 2027 Proposed Budget was submitted to Council on July 31, 2026. A Council work session will be held on August 11, 2026, to provide Council with an opportunity to ask initial questions and begin deliberations. During this work session, Council will receive a presentation on the Fiscal Year 2027 Proposed Budget. An additional work session has been scheduled for August 18, 2026, and, if necessary, August 25, 2026, to provide any requested follow-up information and allow Council to continue its deliberations. Budget adoption is scheduled for September 1, 2026.
A separate item is on the regular meeting agenda for a vote to set the proposed tax rate, public hearing date, and the date for approval of the budget and tax rate. Setting the tax rate allows staff to begin statutorily required advertising and does not limit Council’s ability to lower the tax rate for budget adoption. The public hearing on the proposed tax rate and budget is scheduled for September 1, 2026. Adoptions of the budget and tax rate are also scheduled for September 1, 2026.

Commence initial deliberations and provide directions on desired changes to the Fiscal Year 2027 Proposed Budget.
