Consider An Ordinance Amending Title IX, Chapter 92 ‘Nuisances’ Of The Carrollton Code Of Ordinances Regarding The Regulation Of Certain Public Nuisances.

BACKGROUND:

This agenda item follows City Council worksessions on June 20, 2023, and October 24, 2023, during which staff presented proposed amendments to Chapter 92 ‘Nuisances’ of the Code of Ordinances. City Council provided feedback and direction regarding the proposed amendments, which are intended to provide for the peace and enjoyment of neighborhoods by addressing resident complaints of increased parking challenges and holiday decorations that are displayed year-round.

 

The goals of these provisions are to:

§                     Update nuisance definitions;

§                     Define the timing for holiday decoration removal;

§                     Implement parking restrictions on commercial vehicles in residential neighborhoods; and

§                     Implement restrictions on parking proximity to driveways and mailboxes without property owner consent to improve street parking and traffic safety in residential neighborhoods.

 

 

IMPACT ON COMMUNITY SUSTAINABILITY:

The regulation of nuisances in residential neighborhoods provides for the peaceful enjoyment of property. Reducing nuisances and the negative impacts of nuisances on neighborhoods provides community sustainability through improved neighborhood vitality and the preservation of property values.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council adoption of an ordinance amending Title IX, Chapter 92 of the Carrollton Code of Ordinances for the regulation of certain public nuisances.
