Rex Redden, Executive Director of Public Safety
Title
Consider An Ordinance Renaming The Police Department Civil Service Classification Of Commander As Captain; Prescribing The Number Of Positions In Each Classification Of Police Officer; And Providing For Continuity Of The Renamed Classification.
Body
BACKGROUND:
The purpose of this agenda item is to amend Ordinance No. 4278 which was passed by City Council on September 23, 2025, designating the number of positions authorized in the Carrollton Police Department. The Carrollton Police Department requests that the existing civil service classification of Commander be renamed Captain. The proposed amendment changes the title of the existing classification only. It does not increase or decrease the number of authorized positions, create or abolish any position, alter the promotional hierarchy, or create a vacancy. This change is intended to improve organizational clarity, strengthen leadership continuity, and align the Department's rank structure with recognized national law enforcement standards without increasing authorized staffing levels. The rank of Captain is the designation for bureau- and division-level command rank personnel. It provides immediate understanding of command responsibility during joint operations, mutual aid responses, and interagency coordination. Aligning Carrollton's rank structure with surrounding agencies also promotes consistency in regional emergency management and public safety operations.
FINANCIAL IMPLICATIONS:
There are no funding requirements necessary for this change.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends City Council approval of the attached ordinance amending Ordinance No. 4278 to rename the rank designation of Commander to Captain.
