BACKGROUND:

On January 8, 2025, a major water leak was discovered on the 54-inch water transmission main from the Dallas Water Utilities treatment plant to the City of Carrollton Bobby Ballard Pump station as well as the City of Lewisville and City of The Colony. Immediate repairs were needed to reduce the impact on the water supply, limit the amount of water loss, and avoid a major environmental impact to Dudley Branch. All Texas state guidelines were followed for an emergency procurement of a contractor (Ruts Construction), and all repairs have been completed. As this event constituted an emergency, the expenditure was exempt from bidding laws. In addition, prior approval by Council is not required for emergency expenditures; however, due to the amount of the expenditure, ratification is necessary.

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council ratification of the expenditure for emergency repairs to the Old Denton 54” Northern Transmission Line and payment to Ruts Construction in an amount not to exceed $95,000.00
