BACKGROUND:
The City issued RFP #24-012 in June for Medical Third-Party Administration (TPA), Dental, Pharmacy Benefit Management (PBM), Vision and Life and Disability Insurance services. Vendors were notified of the RFP via the City's electronic bidding system and the City received proposals from twenty-four (24) vendors. After review and analysis of the submissions, the City's benefits consultant HUB International and City staff recommend awarding Medical TPA, Dental and PBM services to Cigna; MetLife/Superior Vision as the Vision insurance provider; and the Standard Insurance as the Life and Disability insurance provider. The selected vendors were more competitive on pricing, services offered and have extensive municipal experience, including providing these services to the City of Carrollton.

FINANCIAL IMPLICATIONS:
Cigna issued a quote for Medical, Dental and PBM services that would cost the City $1,074,734.00 over a (3) three-year period, including contingency.

MetLife / Superior Vision issued a quote for vision insurance that would cost the City $230,156.00 over a (3) three-year period, including contingency.

Standard Insurance issued a quote for Life and Disability that would cost the City $845,318.00 over a (3) three-year period, including contingency.

Funds for these employee benefits will be paid out of the Employee Health Fund, which is funded by employer and employee contributions.
