Consider A Resolution Adopting The 2025 Downtown Master Plan.

BACKGROUND:
The rapid pace of change and growing demands on Downtown and surrounding areas require coordinated planning to guide development proactively. Updating the 2008 Carrollton Downtown TOD Plan with the new Downtown Carrollton Master Plan provides a clear vision and actionable recommendations.
Over the past year, a plan was developed guided by extensive community engagement, including public workshops, stakeholder interviews, an online survey, and oversight by the Downtown Plan Advisory Committee (DPAC), which is a group made up of members of TOD Committee and stakeholders from the downtown area.
On February 12, 2025, the Downtown Plan Advisory Committee of the City considered and made recommendation on the Downtown Carrollton 2025 Master Plan
On March 25, 2025, City Council received a presentation of the final plan draft from Gensler.
Adopting the 2025 Downtown Master Plan serves to provide a long-term vision and strategic framework for guiding growth, development, and revitalization efforts in the study area.
FINANCIAL IMPLICATIONS:
The 2025 Downtown Master Plan identifies projects that may need to utilize public money for implementation including but not limited to designing open space or parks; applying traffic calming measures; funding corridor and market studies; streetscape; roadway/pedestrian connections; and designing and constructing gateway features. There are opportunities to partner with quasi-public organizations including DART and the North Central Texas Council of Governments and or apply for various grants in order to accomplish some of these goals.
IMPACT ON COMMUNITY SUSTAINABILITY:
