Background:
On January 7, 2025, City Council adopted a resolution authorizing the City Manager to execute a professional services agreement with Halff Associates, Inc., to design the reconstruction of Hebron Parkway (Hamilton to Meadow) - Segment 3 in an amount not to exceed Two Million Eighteen Thousand and No/100 Dollars ($2,018,000.00).
Existing traffic conditions led to a need to extend the left turn lane at the intersection of Charles Street and Hebron Parkway. The left turn lane is outside the original project limits for Hebron Parkway, but the proximity to Segment 3 makes constructing it with this project feasible.
Reconstruction of Hebron Parkway was included in the 2022 Denton County Bond program, which was approved to provide $24.775 million in funding for the project.
This project was included in the City of Carrollton’s 2026 Bond Program to provide the matching funds for the Denton County Bond. Construction of Segment 3 (Swan Forest to Meadow) is expected to begin in the first quarter of 2027.
Estimated Construction Schedule for Hebron Parkway:
Segment 3 - Meadow to Swan Forest: Early 2027 – Late 2028
Segment 2 - Swan Forest to Indian Creek Bridge (Creekmeadow): Late 2028 – Early 2030
Segment 1 - Indian Creek Bridge (Creekmeadow) to Hamilton: Early 2030 – Late 2031
