Consider An Ordinance Amending The Operating And Capital Budgets For Fiscal Year October 1, 2024 Through September 30, 2025.

BACKGROUND:
The City of Carrollton approved its annual Operating and Capital Budgets on September 10, 2024. The budget consists of $302,225,254 operating funds and $108,338,195 capital funds; each adopted independently of each other and requires council approval to make changes to the planned expenditures.
The March 4, 2025, straight-line wind event activated an emergency response among city resources. As a result, a fund transfer is necessary to cover the costs incurred during the response. This transfer provides additional funding to the Solid Waste Fund to pay for related services and to ensure proper recording of the event. Funding is provided from the available fund balance in the City's General Fund.
The City also entered into a contract with Outlier for an Events Trust Fund Grant through the State of Texas. This amendment increases the one-time funding sources from the event, which serve as the required match for the grant, and increases the grant expenditure by the same amount.
Additionally, an amendment is requested to increase the authorized expenditures in the City's Golf Fleet Operating Fund. Orion, the City's contractor for Indian Creek Golf Course, delayed the purchase of fleet equipment in Fiscal Year 2024 due to the major wind event in the prior fiscal year. This amendment allows the previously scheduled fleet replacement to occur in the current year. Funding is provided from the available fund balance in the Golf Fleet Operating Fund.
