Consider A Resolution Adopting the Amended Program Year 2025 Community Development Block Grant One-Year Plan of Action and Budget.

Background:
Due to an error, an incorrect version of the resolution adopting the Community Development Block Grant Amended Action Plan was presented for approval at the March 24, 2026, City Council meeting. The Amended 2025 Program Year Action Plan itself was not changed and reflects the version presented during the public hearing.

This item seeks Council's approval of the corrected resolution adopting the same Amended 2025 Program Year Action Plan and Budget, with the proper approval date. No substantive changes are proposed beyond correction of the error.

Several infrastructure projects originally approved in the Program Year 2025 Action Plan, including the Francis-Perry street replacement and the Brake, Kirby, and Cox infrastructure replacement projects, have experienced delays and are anticipated to occur in a subsequent program year. Additionally, the Scott Mill project has been deferred in order to prioritize completion of the Park Terrace mill and overlay project during the current program year. To maintain compliance with HUD timeliness requirements, staff proposes reallocating Program Year 2025 funds to eligible activities that can be completed within the required timeframe.

Financial Implications:
The PY 2025 Community Development Block Grant of $755,813 in new financial resources for community development initiatives is a critical reinvestment in areas benefiting low- to moderate-income residents.
