Background:
Late last year, Texas Department of Transportation (TxDOT) notified the City of a water leak located under the southbound lanes of I-35 at the Luna Road Bridge. Following video inspection of the line, internal damage was identified, including a three-inch hole in the 24-inch water transmission main. Public Works staff evaluated multiple repair options; however, TxDOT would not permit closure of multiple main traffic lanes of I-35 for excavation. To accommodate these lane restrictions and expedite repairs, Public Works engaged Lone Star Contractors, TxDOT's current contractor on the I-35 project, to perform internal repairs to the transmission main.

As this event constituted an emergency, the expenditure was exempt from bidding laws. In addition, prior approval by Council is not required for emergency expenditures; however, due to the amount of the expenditure, ratification is necessary.

Impact on Community Sustainability:
With the water transmission main out of service, there would be an unreasonable risk of disruption of service to the City of Carrollton, long-term water quality concerns, environmental impacts, sustained pressure between planes, and sustained fire suppression capabilities.
