Title
Consider A Resolution Authorizing The City Manager To Execute An Easement Agreement With DMost Properties, LLC, For Mural And Exterior Improvements At 1011 S. Broadway Street.
Body
Background:
This item is to consider a resolution authorizing the City Manager to execute an easement agreement for a mural located at 1011 S. Broadway Street in Historic Downtown Carrollton. The mural was installed in November 2025, and the easement allows the City to maintain and enhance the exterior surface where it is located.
Financial Implications:
Approval of this item does not result in any significant financial impact. A nominal payment of $10.00 is required as consideration for the easement, and all costs associated with the mural were previously approved and funded under a separate agreement.
Impact on Community Sustainability:
The proposed mural will enhance the visual character of the downtown area by activating an existing building façade with public art. The installation contributes to ongoing placemaking efforts by fostering a more vibrant, engaging, and walkable environment for residents and visitors. Public art installations such as this mural support cultural expression, strengthen community identity, and encourage continued economic activity in Downtown Carrollton.
Staff Recommendation/Action Desired:
Staff recommends City Council approval of a resolution authorizing the acceptance of a mural easement agreement for the property located at 1011 S. Broadway Street.
