Summary:
The purpose of this item is to abandon existing right-of-way for the Carroll Crest development. In lieu of payment for the abandoned right-of-way, the developer will dedicate the hike-and-bike trail on the west side of the development to the City.

Background:
The Carroll Crest development, located between Broadway Avenue and Fannidella Drive along Crosby Road, currently has civil infrastructure plans in review to the engineering department. This development has been through multiple rounds of review by various city departments. In order to fully utilize the property for the development, a small section of Fannidella Drive right-of-way must be abandoned. This abandoned right-of-way will be utilized to ensure adequate lot sizes for two single family residences in the development. The abandonment of this right-of-way will not affect the current configuration of Fannidella Drive, its traffic capacity, or the safety of any drivers or pedestrians in that area. Staff has reviewed the plan for this design and abandonment and has approved it for the development.

Financial Implications:
Consideration for the abandonment of the existing right-of-way is the dedication of the new right-of-way for the City of Carrollton's Blue hike-and-bike trail, which will result in a net compensation to the City of Carrollton in the amount of approximately $32,554, which is based upon a fair...
