Consider A Resolution Authorizing Execution Of Easement Agreements For Parking Lot And Pedestrian Access Improvements For The Community Development Block Grant Funded Carrollton Black Cemetery Phase 1 Project.

Background:
This resolution authorizes the execution of easement agreements necessary for the construction of parking lot and pedestrian access improvements included in the Community Development Block Grant (CDBG)-funded Carrollton Black Cemetery Phase 1 Project. To facilitate construction of the project, the City must secure easement rights from Gateway Tire LLC and Romco Equipment Co.
The scope of work for the Carrollton Black Cemetery Phase 1 Project was approved by City Council as part of the Program Year 2024 Action Plan and Budget on August 6, 2024. The scope of the project includes a five-space parking lot and a lead walkway to the cemetery entrance. The project has been bid for construction and is currently pending execution of the required easement agreements prior to construction.
Financial Implications:
The City will pay a one-time fee of $30 for the easement agreements.
Impact on Community Sustainability:
Annually, the Carrollton CDBG Program secures, allocates, and administers approximately $700,000 in new community development resources for use in the oldest areas of the city. The CDBG Program supports long-term community sustainability by directing federal resources toward reinvestment in older areas of the city, including infrastructure improvements such as this project.
Staff Recommendation/Action Desired:
Staff recommend authorizing the City Manager to take all steps necessary to execute the easement agreements and take all steps necessary to secure the required easement rights in compliance with applicable laws and resolutions.
