Consider Authorizing The City Manager To Approve A Contract With SYB Construction Company, Inc. For The 2013 Water Line Replacement Project In An Amount Of $1,792,985.00.

BACKGROUND:
This project is part of an ongoing program to replace water mains which have experienced repeated breaks and repair problems over the past years. This project will replace approximately 12,400 linear feet of existing 12-inch water mains in Crescent Drive, Halsey Way, Eisenhower Drive (Halsey to Frankford) and Carter Drive (PGBT to MacArthur).
The project involves the removal and replacement of existing pavement and the construction of new water lines. Therefore, environmental impacts should be minimal. No trees or wildlife will be affected by the construction.
The duration of construction is 12 months. Project signs will be erected at each end of the project areas. The project has been placed on the monthly Construction Update and on the City's website. Additionally, all affected businesses will be notified in writing as to the construction schedule one week prior to any work beginning. Additional handouts will be distributed as required during the course of the project.
FINANCIAL IMPLICATIONS:
Nine (9) bids were received on April 25, 2013. Bids ranged from a low bid of $1,792,985.00 by SYB Construction Co., Inc. to a high bid of $2,364,361.00. SYB has completed several projects in Carrollton, including three water line projects and most recently the Tarpley Road Project. All were completed with satisfactory results. They appear capable of completing this project within the allotted time and budget.
