BACKGROUND:
A Downtown Carrollton property owner has approached the City about purchasing a property consisting of two parcels located at 1030-1034 Elm Street. Located on the west side of Elm Street just north of West Main Street, the parcel is currently used as a parking lot. In the past, the City of Carrollton has paid the owner $200 per month to allow the public to park on the lot. Although the City's lease expired in July 2014, the owner continues to allow the public to park on the property. Acquisition of this parcel will allow the City to guarantee its use as a public parking lot for the duration of the 35Express Project and land bank the property for future development.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends that the City Council approve a resolution authorizing the City Manager to enter into a purchase and sale contract on the 0.174 acre tract at 1030 - 1034 Elm Street, being the Original Town of Carrollton, Block M, a portion of Lot 2, Lot 3, Lot 4, and 3 feet of Lot 5, City of Carrollton, Dallas County, Texas.
