Consider An Ordinance Renewing Title XIII, Chapter 130, Section 130.19 Of The Carrollton Code Of Ordinances Regarding Curfew Hours For Minors.

BACKGROUND:
This agenda item renews the curfew hours for minors ordinance.
The ordinance governing curfew hours for minors has been in place since 1998 and was last renewed in January 2013. State law requires that the curfew be reviewed and renewed every three years.
The curfew ordinance provides a tool to reduce problems generally associated with minors during the prohibited hours. Patrol staff reports that they believe the ordinance remains a fair, balanced and effective enforcement tool and supports renewal. The cities adjoining Carrollton also continue to maintain juvenile curfews.
The ordinance is fair in the hours minors are prohibited from being in a public place and the activities in which a minor may be involved that are specifically outlined by the defenses in this ordinance.
FINANCIAL IMPLICATIONS:
There is no financial impact associated with the proposed ordinance.
IMPACT ON COMMUNITY SUSTAINABILITY:
The impact of this renewal should continue to enhance public safety by continuing to provide an effective tool in combatting offenses involving minors.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends that the City Council adopt the ordinance renewing Title XIII, Chapter 130, Section 130.19 (Curfew Hours for Minors) of the Carrollton Code of Ordinances.
