BACKGROUND:
Planning and design for the extension of 4th Street and improvement of Main Street were authorized through the 2013 bond program. The project will connect properties west of IH-35E to Downtown Carrollton. Reconstruction of IH-35E is currently underway and will result in the frontage roads and mainlanes being grade-separated from Main and 4th Streets. As a result, easy pedestrian and vehicular access will be possible from the west side of IH-35E into Downtown. In order to facilitate this opportunity to improve access to the west side of IH-35E, improvements to existing Main Street and the extension of 4th Street are necessary.
The extension of Crowley Circle to connect with Ismali Circle was also authorized through the 2013 bond program. The connection of Crowley Circle to Ismali Circle will provide access to the DART light rail passenger station and to the new Dickerson Parkway interchange with IH-35E, which is currently under construction. This will greatly improve access to the industrial area along Crowley Drive and link it to the TOD area at the Trinity Mills DART station.
FINANCIAL IMPLICATIONS:
Binkley & Barfield - C&P, Inc. has submitted a proposal to the City to perform engineering design services for the project in the amount of $132,700.00. Funding will be available in the Streets Consolidated Fund (Account Unit 854460) GO Bond Fund.
