Consider Approval Of The Purchase Of A Frazer, Inc. Ambulance From Dallas Dodge Through An Interlocal Agreement With BuyBoard In An Amount Not To Exceed $264,023.00.

BACKGROUND:
This agenda item is for the purchase of an ambulance to serve as Carrollton Fire Rescue's fifth full-time medic unit. The fifth medic unit is scheduled for activation in August 2016.
The cost of the medic unit is in an amount not to exceed $264,023.00, which includes a 5% contingency allowance ($12,573.00) for any unexpected changes during the fabrication process. These contingency funds would be authorized to fund necessary safety improvements, factory design changes, and/or code compliance change orders.
For competitive purposes, quotes were obtained from two cooperatives of which the City is a member. Frazer, Inc. is providing quotes from both cooperatives, as follows:
BuyBoard - $251,450.00 (includes $800.00 BuyBoard Fee) plus a 1% rebate; and HGAC - $251,450.00 (includes $1,000.00 HGAC fee).
The purchase of this medic unit will be through the City's member agreement with BuyBoard based on the net price comparison and annual 1% BuyBoard rebate. BuyBoard meets all state of Texas competitive bidding requirements. Texas law authorizes this process so that the City can save the time of developing specifications and avoid the duplication of the competitive bidding process.

The ambulance will be purchased from budgeted funds from the account and in the amount listed below.
