BACKGROUND:
A Master Agreement between the City and TxDOT was adopted by the City Council on June 5, 1995. In 1992, the Trinity Mills Road project was selected as a Surface Transportation Mobility Project by NCTCOG to receive federal funding. The City of Carrollton committed to provide 20 percent of the engineering and construction costs for the paving and drainage portions of the project while being responsible for all costs associated with right-of-way acquisition and waterline and median landscaping construction. Based on the total bid of $10,393,452.50, the City paid $2,246,301.11 in April 2008 while TxDOT was responsible for $8,610,204.46. The City was notified by TxDOT on April 1, 2010 that federal funding for the project was fixed at $6,233,775.00 and that the City was responsible for the difference plus any change orders. The City requested additional funding from NCTCOG and received an additional $1,970,000 in 2010, making the additional amount due to TxDOT $613,637.66. However, additional change orders increased that amount to $705,683.31. Council authorized this payment on August 7, 2010. The project was completed in 2012.

TxDOT completed an internal post-project audit in the summer of 2015 and determined that the City was responsible for an additional $937,863.45. Carrollton Engineering staff requested an audit to verify these costs. After many months of work, the City's internal auditor confirmed this amount.
