Title

Consider A Resolution Revising The Single-Family Rehabilitation Incentive Policy In The Neighborhood Empowerment Zones.

BACKGROUND:

On November 4, 2014 the City Council supported recommendations from the Re-Development Sub-Committee to create incentive programs for single-family rehabilitation, demolition and reconstruction within the Neighborhood Empowerment Zones and adopted requisite policies.  These programs are marketed throughout the qualifying zones with special outreach focused on NOTICE project areas.

 

After several successful projects the Re-Development Sub-Committee identified areas in the Single-Family Rehabilitation Incentive Policy needing clarification or revision. Key changes include:

                     Revising landscaping requirements to focus on city-approved plantings

                     Refining the allowance for irrigation systems

                     Extending façade improvements to all elevations of a house

                     Clarifying that improvements such as driveway or fence replacement may include extension of the existing fence or driveway

 

The Re-Development Sub-Committee recommended forwarding these changes to the City Council during its July 7, 2016 meeting.  The attached documents establish the revised program criteria and application processes.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council approval of the resolution revising the single-family rehabilitation incentive program and policy.
