Consider Authorizing The City Manager To Approve A Professional Services Contract With Nathan D. Maier Consulting Engineers, Inc. For Engineering Design Services For The Crosby Road Drainage Improvements Project In An Amount Not To Exceed $239,400.00.

BACKGROUND:
A Drainage Master Plan for the Downtown Carrollton area was developed in 2007 to address flooding problems in the area and to provide direction for the design of drainage facilities under IH-35E. One of the bottlenecks identified was the culverts under Crosby Road and the drainage channel from the IH-35E right-of-way to Crosby Road. For the system to operate properly, improvements are necessary in these downstream areas. This is directly connected to the drainage systems in the Downtown area (Vandergriff and Union Station).
A preliminary design study was conducted on this channel/culvert improvement in 2015 to determine a number of issues: federal regulatory impacts (Section 404 permitting), easement requirements and limitations, potential downstream impacts to Valwood and budgeting information for a preferred solution. Nathan D. Maier Consulting Engineers has been qualified during the previous drainage firm solicitation process and is very familiar with the hydraulics of the Downtown area. Maier prepared the 2007 Drainage Master Plan recommending this improvement.
FINANCIAL IMPLICATIONS:
Nathan D. Maier Consulting Engineers, Inc. has been selected for this design project based on their expertise in hydraulic design, their extensive history with the City of Carrollton and their in-depth knowledge of drainage in the Downtown area. The design contract amount of $239,400 is available in the Drainage Fund - Crosby Road.
