Consider Authorizing The City Manager To Approve A Professional Services Contract With Walter P. Moore And Associates, Inc. For Engineering Design Services For The Hutton Branch Channel Repairs Project In An Amount Not To Exceed $45,500.00.

BACKGROUND:

The current section of Hutton Branch west of Josey Lane was constructed around 1991-1992. It consists of a section of gabions at Josey Lane which then changes to a concrete-lined channel with gabions on the upper sections of the channel. The reason for this hard lining is due to the high velocities of the creek through this area. Hutton Branch has been improved with gabions and concrete lining from Kelly Boulevard to IH-35E.

During the storms of May 2015 there were several sites that sustained damage, including this section of Hutton Branch. Staff has been working with FEMA to assess the amount of damages and to investigate if this could fall under the storm-related damage claim the City is pursuing with FEMA. While FEMA has not made a final determination it is important to move forward with the design of these improvements to minimize further damage to the channel.

The design will likely include repairs to the concrete channel section, the small retaining walls on the lower portion of the channel and the gabions on the upper section. Due to the nature of this failure, it is not a simple concrete replacement. The nature and cause of the failure must first be determined and additional measures may be incorporated into the plans to minimize the probability of a future failure.

FINANCIAL IMPLICATIONS:

Walter P. Moore and Associates, Inc. has specialized expertise in the design of retaining walls and channel structures similar to the structures encountered in this repair. The design contract amount of $45,500 is available in the Drainage Fund.

IMPACT ON COMMUNITY SUSTAINABILITY:

This project will contribute to community sustainability by:

                     Improving water quality in the stream, reducing the transfer of silt to downstream areas;

                     Maintain channel flow capacities to minimize the potential for future flooding;

                     Provide a water-based amenity for the community.

 

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends that City Council authorize the City Manager to enter into a contract for professional engineering services with Walter P. Moore and Associates, Inc. for the design of Hutton Branch Channel Repairs in an amount not to exceed $45,500.
