Consider Authorizing The City Manager To Approve A Contract With Freese And Nichols For A Feasibility Study To Evaluate The Access To The TC Rice Property In An Amount Not To Exceed $14,921.

BACKGROUND:

Due to the flooding at Indian Creek Golf Course (ICGC), the City utilized Freese and Nichols (FNI) for an evaluation of the land at ICGC in order to determine further options and to consider the best and highest use of the land.  FNI’s planners, landscape architects, and stormwater engineers evaluated the property, assessed the floodplain areas, and identified scenarios to best position the property in regards to public and private land uses, golf course, and park uses.

 

During the golf course analysis, FNI identified potential access options for the TC Rice property.  The City Council discussed the need for further TC Rice access analysis at the Council Strategic Workshop in July.   The Council requested an agenda item to consider the feasibility of access options to the TC Rice property.

 

The scope of the work outlined in the contract is limited to the feasibility of access to the TC Rice property and would be completed in late November or early December, dependent on weather.

 

FINANCIAL IMPLICATIONS:

The feasibility study to explore access options to the TC Rice property will not exceed $14,921.  The plan is expected to be completed in the fall months and ready for presentation to the City Council in January 2017.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends contracting with FNI in an amount not exceed $14,921 in an effort to evaluate the feasibility of access to the TC Rice property.
