Consider A Resolution Authorizing The City Manager To Enter Into An Interlocal Agreement With The City Of Addison To Provide Detention Services For Addison Prisoners.

BACKGROUND:

The City of Addison has requested that the City of Carrollton enter into an agreement for providing detention services for Addison prisoners.

In 2012 the cities of Carrollton and Coppell entered into an interlocal agreement for detention services. Based on arrests for a three year period (2013 - 2015) Carrollton averaged 7,600 arrests per year and Coppell averaged 900 arrests per year.  Based on the historical data provided by Addison, it is projected that this agreement would result in an average annual intake rate of 10,500 prisoners, or an average increase of 6 arrests per day, increasing the average daily intake rates in Carrollton from 23 to 29 prisoners. The current capacity of the Carrollton Detention Center is 46 prisoners.

With these projected estimates staff reviewed the average amount of time from arrest to release and found that 31% of arrestees were released in less than 12 hours and an additional 40% of prisoners were released between 12 and 24 hours.  As a result, 29% of arrestees were held for over 24 hours and 90% of all arrestees were released or transferred within 48 hours of intake.  This projects that an average of two Addison arrests per day would be housed for over 24 hours.

Currently, Detention Center staff transfers prisoners to the county jails four times a week and performs pick-ups on weekends since the City Marshals are not on duty and do not pick up or transfer from other cities on the weekends. With the addition of Addison’s prisoners, it will be necessary to increase the frequency of transfers to maintain an acceptable daily population count and provide service to Carrollton, Coppell, and Addison. 

Part-time Detention staff will be hired to perform the increased transfers and to occasionally perform Detention Center duties during high demand events. It is estimated that up to 6,000 staff hours may be required for this purpose. The City of Addison has set aside funding in the amount of $101,000 to offset the cost of the part-time staff.  Carrollton will regularly invoice Addison based on the number of hours used by the part-time staff.

 

FINANCIAL IMPLICATIONS:

Based on a $65.00 per prisoner rate and based on a historical trend of 2,000 arrests, the City can project approximately $130,000 in Detention Services revenue.  In addition, Addison will also fund the annual cost of part-time Detention Officers to perform daily prisoner transfers and occasional staffing support in the Detention Center, offsetting the cost of any additional required staff.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council approve the attached resolution authorizing the City Manager to enter into an interlocal agreement with the City of Addison for the provision of jail services.
