BACKGROUND:
This agenda item seeks authorization of expenditures for professional services by Oxidor Laboratories for the sampling and analyses of wastewater discharges by the regulated industries in the City, as required by the federal Industrial Pretreatment Program.

The federal Pretreatment regulation requires the City to conduct compliance monitoring of wastewater discharges of its regulated industries. The laboratory previously selected did not meet the requirements of consistent quality control/quality assurance and legal defensibility of all field samplings and laboratory analyses, along with required documentation. The Environmental Services Department is replacing that laboratory with Oxidor Laboratories to conduct its wastewater monitoring.

FINANCIAL IMPLICATIONS:
This item is funded in the current approved budget. The industries pay the total cost of the sampling and the laboratory analyses. In addition, a fifteen percent (15%) up-charge and a $50 administrative fee, as required by the fee ordinance, are charged to the industries.

IMPACT ON COMMUNITY SUSTAINABILITY:
Compliance with the monitoring requirements of the Pretreatment Program ensures that the discharges of the regulated industries in the City conform to ordinance limits and prohibitions. This minimizes, if not prevents: discharges of excessive oils and suspended solids which could cause blockages in the sewer lines and consequent sanitary sewer overflows; discharges of corrosives, toxics and flammables which could damage the infrastructure and harm citizens; and interference with wastewater treatment and sludge quality at the treatment plant.
