Consider An Ordinance To Authorize An Increase In Sworn Positions And Classifications In The Police Department From 164 Positions To 168 Positions.

BACKGROUND:

In order to comply with Texas Local Government Code Chapter 143, Subchapter B, Section 021, and Carrollton City Ordinance 35.50.B, the number of authorized sworn positions in the Police Department and the classification of those positions must be approved by the City Council by an ordinance.  The General Fund budget for FY 2016-17 was approved on September 20, 2016 to increase appropriations for two (2) sworn officer positions for the Police Department.  Therefore, the City Council must approve an ordinance establishing the number of planned authorized positions in each classification.  The City is also a recipient of a Community Oriented Policing Services (COPS) Hiring Program Grant which allows for the hiring of two additional police officers.  This will increase the total authorized sworn officer positions from 164 to 168, and all of the new positions will be classified at the rank of police officers. 

 

FINANCIAL IMPLICATIONS:

There are no financial implications for FY 2016-17 except those authorized through the approved budget and acceptance of the COPS Grant.

 

IMPACT ON COMMUNITY SUSTAINABILITY:

This action is taken to comply with State law governing the authorized positions and classification of positions for state civil service police departments.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends that the City Council approve the attached ordinance authorizing the number of positions and classifications of police officers within the Carrollton Police Department to increase from 164 to 168 positions.
