Consider A Resolution Revising The Single-Family Rehabilitation Incentive Policy.

BACKGROUND:

On November 4, 2014 the City Council supported recommendations from the Re-Development Sub-Committee to create incentive programs for single-family rehabilitation, demolition and reconstruction within the Neighborhood Empowerment Zones and adopted requisite policies.  These programs are marketed throughout the qualifying zones with special outreach focused on NOTICE project areas.

 

After several successful projects the Re-Development Sub-Committee identified an opportunity to streamline the incentive approval process and recommended forwarding this change to the City Council. Staff also proposes revising the format of the incentive calculation.  Changes in the proposed policy revision include:

                     Streamlining the approval process so that routine driveway and fence projects are brought directly to the City Council without Re-Development Sub-Committee review;

                     Clarifying the incentive calculation formula while retaining the same incentive levels.

 

The attached documents establish the revised program criteria and application process.

Staff recommends City Council approval of a resolution revising the Single-Family Rehabilitation Incentive program and policy.
