For Design Services For The Palo Alto Park NOTICE Street Reconstruction Project, Phase 2, And For Alley Reconstruction As Part Of The 2016 Alley Replacement Program, In An Amount Not To Exceed $205,143.00.

BACKGROUND:

This design services contract is for the second phase of the Palo Alto Park NOTICE project. It will provide the construction plans for the reconstruction of four streets in Palo Alto Park, including Palo Alto, William, Kathy and Jeannette Way. The street reconstructions will include replacing approximately 3,700 linear feet of existing street pavement and sidewalks along with water and sewer lines on each street. The construction cost for this project is estimated at $3,100,000. This project was part of the 2013 Bond Election.

This contract will also provide for the design of the reconstruction of 12 alleys totaling about 1.9 miles as part of the 2016 Alley Replacement Program, including: Ranchview #2 (Kimberly to Ranchview #1), Luallen #1 (Raleigh to Brighton), St. James (Standridge to 660’), St. James (Standridge to Delaford), Delaford #3 (Delaford to St. James), Delaford #5 (Delaford Ct. to St. James), Brighton (Delaford to Standridge), Mayflower (Standridge to Delaford), Peters Colony #3 (Delaford to Standridge), Cutler Place (Peters Colony to Peters Colony #3), Delaford #6 (Peters Colony #3 to Peters Colony) and Chamberlain #3 (Cemetery Hill to Josey). Funding for the design and construction will be performed with the bond funding plus surplus funding approved by City Council on November 15, 2016.

Consultant selection was performed using a Request for Qualifications (RFQ) method whereby engineering firms submitted a two-part Statement of Qualifications which was evaluated by a four person committee.  The first part contained a project approach, understanding, schedule and similar type projects completed section without knowing the firm’s name.  These were scored and ranked and from there the top 10 firms were evaluated further using the qualifications of the firm and the proposed design team members.  The top 6 firms were selected for projects during the next two years.  This firm was ranked number one in the selection process.

FINANCIAL IMPLICATIONS:

Garver, Inc. has submitted a proposal to the City to perform the engineering design services for the project in an amount not to exceed $205,143.00. Funding will be available in the Streets Consolidated Fund with 2013 Bond Funds.

  • Sustaining quality of life - Improvements to the streets and alleys should improve the appearance of the neighborhoods, which should promote residents to provide better upkeep of their properties.

 

STAFF RECOMMENDATION/ACTION DESIRED:

Staff recommends City Council authorize the City Manager to enter into an engineering design services contract with Garver, Inc. for the preparation of engineering plans for Palo Alto Park Street Reconstruction, Phase 2 and a portion of the 2016 Alley Replacement Program, in an amount not to exceed $205,143.00.
