For Design Services For The Woodlake Section 2 Street Reconstruction Project And For Alley Reconstruction As Part Of The 2016 Alley Replacement Program, In An Amount Not To Exceed $261,000.00.

BACKGROUND:
This contract will provide the construction plans for the reconstruction of three streets and six alleys in the Woodlake Section 2 Subdivision, including Lockwood, Mill Trail and Yewpon Drives, and three alleys which are part of the 2016 Alley Replacement Program. The Woodlake streets will include replacing approximately 5,060 linear feet of existing street pavement and sidewalks along with sewer lines on Mill Trail and Yewpon, and 6,270 linear feet of alleys at an estimated construction cost of $3,600,000. Water lines and the Lockwood sewer line have previously been replaced. This project was part of the 2013 Bond Election.
This contract will also provide for the design of 3 alleys totaling about 0.6 miles as part of the 2016 Alley Replacement Program, including: Peters Colony #4 (Peters Colony to Bellflower), Bellflower #1 (west end to Kimberly) and Bellflower #3 (Bellflower #1 to Bellflower).
Consultant selection was performed using a Request for Qualifications (RFQ) method whereby engineering firms submitted a two-part Statement of Qualifications which was evaluated by a four person committee. The first part contained a project approach, understanding, schedule and similar type projects completed section without knowing the firm’s name. These were scored and ranked and from there the top 10 firms were evaluated further using the qualifications of the firm and the proposed design team members. The top 6 firms were selected for projects during the next two years. This firm was ranked number two in the selection process.
FINANCIAL IMPLICATIONS:
Burgess & Niple, Inc. has submitted a proposal to the City to perform the engineering design services for the project in an amount not to exceed $261,000.00. Funding will be available in the Streets Consolidated Account with 2013 Bond Funds.
IMPACT ON COMMUNITY SUSTAINABILITY:
This project will contribute to community sustainability by:
- Sustaining quality of life - Improvements to the streets and alleys should improve the appearance of the neighborhood, which should promote residents to provide better upkeep of their properties.
- Sustaining day-to-day operations - The replacement of substandard street and alley pavement should reduce the need for non-scheduled or emergency repairs.
STAFF RECOMMENDATION/ACTION DESIRED:
Staff recommends City Council authorize the City Manager to enter into an engineering design services contract with Burgess & Niple, Inc. for the preparation of engineering plans for the Woodlake Section 2 Street Reconstruction project and a portion of the 2016 Alley Replacement Program in an amount not to exceed $261,000.00.
