BACKGROUND:
As part of the Neighborhood Oriented Targeted Infrastructure and Code Enforcement (N.O.T.I.C.E.) program that was just completed in the Carrollton Downs subdivision of the Rhoton Park Neighborhood, The Parks Department is requesting to make some park improvements with grant funding to coincide. The current pavilion structure is very old (mid-eighties) and structurally failing. The columns are cracking and the size of the pavilion is inadequate for the current level of use so it was a great opportunity to replace the picnic pavilion. The neighborhood was surveyed in both English and Spanish and a new pavilion was their top priority as well. The current pavilion will be demolished as part of this project and surrounding sidewalks will be replaced to meet ADA guidelines.

The Community Development Block Grant (CDBG) is funded by the Department of Housing and Urban Development to assist residents and areas in a city that are designated low income. The N.O.T.I.C.E. Program is one of the programs at the City of Carrollton that is funded by CDGB to help with infrastructure improvements throughout the City. Due to Rhoton Park being located in a low income and Hispanic concentrated neighborhood the City is able to fund the improvements to the park entirely with CDBG funds.

A sealed Request For Proposal was issued and advertised, and we received 2 bid responses.

The funding for the pavilion is available through the CDBG grant and is available in the following CAP account:
