BACKGROUND:
The Golden Bear Pump Station has been serving the businesses in its service area for over ten years. The service area is bounded by Trinity Mills, Midway, Commander and Tarpley. However, the Texas Commission on Environmental Quality (TCEQ) notified the city in 2007 that the station needs to be converted from operating off of pressure in the distribution system to a pump station supplied from a ground storage tank. The City has attempted to get an exception to this rule for several years since both the City's Columbian Club Pump Station and Dallas Water Utilities facilities that supply water to this service area have backup systems to ensure service during power interruptions. TCEQ staff has remained steadfast in this requirement. The estimated cost to satisfy TCEQ is $1.2 million.
In addition to designing the original project, the selected consultant has been working with the City on this issue for several years. In order to maintain continuity staff is recommending that they remain on this project.
FINANCIAL IMPLICATIONS:
Birkhoff, Hendricks & Carter, LLP has submitted a proposal to the City to perform the engineering design services for the project in an amount not to exceed $104,000.00. Funding for this project is available in the Utility Consolidated Fund.
