Consider An Ordinance Amending Chapter 31, The Comprehensive Fee Schedule.

BACKGROUND:
A work session was held January 24, 2017 regarding proposed changes to fees for Indian Creek Golf Club (ICGC). The attached ordinance includes the impact of these proposed changes to the City’s Code Chapter 31, The Comprehensive Fee Schedule. The ICGC fees in the Chapter 31 are presented as ranges to give the management contractor flexibility in managing fees. These ranges allow the contractor to quickly make changes to fees to address market conditions. Also, attached are current proposed fees for 2017 and details of planned new annual pass programs. However, these fees are subject to change within the ranges in the proposed ordinance.
In addition to the changes to the ICGC fees, the Library needs to add fees related to a new material. The Library now has Launchpads which may be checked out. The attached ordinance adds overdue fees for Launchpads at $1 per day with a maximum of $10.
For reference, also attached is a red-line version of the changes to Chapter 31.
