BACKGROUND:
In July 2014, City Council authorized the design contract for the replacement of the box culverts from immediately east of Broadway on Vandergriff Drive to IH-35E. This was a continuation of the regional drainage system installed as part of The Union project and replacement of an old, undersized box culvert. A change order for $17,800 was authorized by Council in September, 2015 to address additional subsurface exploration to locate franchise utility lines on Vandergriff and add sidewalks along Broadway between Vandergriff and 5th Avenue.
The design was completed last year, but the construction of the project was delayed because of the traffic impacts of the IH-35E construction to the Downtown area. To minimize the cost of the delay, some of the lower sections of the boxes were constructed by TxDOT. This section connects the downstream section with the section completed as part of The Union project east of Broadway on Vandergriff. This system is in accordance with the Drainage Master Plan for the Downtown area and will reduce flooding impacts and risks in the area.
FINANCIAL IMPLICATIONS:
Eleven bids were received, ranging from $1.171 million to $2.161 million. The engineer's estimate for the project was $988,000. The difference between the actual bids and the engineer's estimate is likely due to the construction being performed in the Downtown area with limited record drawing data for City and franchise utilities, and the current construction market.
McMahon Contracting, LP submitted the low bid. They are currently working on another project for the City and performing acceptably. ...
